I'd suggest keep the current block % effect, and ADD ONE of those effects in case it fails blocking the debuff:
-Have {half of that %} chance every hit to remove the current debuffs
-Have {same %} chance of reducing current debuff's effect and duration by {same %} instead
-Every 5 seconds has {half of that %} of removing the current debufffs
just one of those would help alot, because the mobs keep spamming the debuffs (eg piece, chill) every few seconds, even if you get to block a few debuffs during the fight you will always end it with at least some stacks of it and with almost full duration (from the last one you couldn't block),
and them, you'll always be already debuffed start a fight with another mob, making Remove Curse a bit useless, it helps not letting the debuff stack too much at least for sure, dunno but for 1 Holy Point it ain't so useful like Dispel Evil that keeps being useful during more than one mob fight (or even when fighting multiple mobs)
