Unique PvM Armor Bonuses. These would be standard bonuses across all armor of the matching type. This is to encourage a wider variety of armor usage based on your build. For cloth, the bonus only applies to cloth in standard armor slots.
I added pretty standard values across each, but the bonus and modifiers can be altered based on the value of the skill and the value of the armor to balance out utility.
This system may want some economic balance for cloth. In terms of non-armor builds, this system is no more punishing than Aspects. And again, non-armor builds are not economy-friendly. If anything, there needs to be some subtle armor alternatives to give the impression of armorless (e.g. sash as a "leather strap" chest peiece, etc.).
Alternatively if Cloth provided the Focus bonus and Leather provided Eval Int, The Category of "Cloth" could be "Cloth or Nothing", meaning, an empty slot would provide +2.5 focus, which is an almost universal skill for non-armor builds.
