can't start outlands launcher

whenever i try to launch the outlands.exe it gives me an error that i need to install .net so i follow the message and download .net but i still keep getting the message,
it says the framework microsoft.windowsDesktop. app version 5.0.0 was not found, anybody have an idea on how to fix this.
