I believe that distribution chests, when they dump materials in a bank find items to stack on inside of bags.
I am fairly certain that it includes locked chests like paragon chests.
I had a distro go out where I received 1 skill scroll. I could not find it in my accessible bank bags.
I had a locked and trapped lesser paragon chest in my bank.
When I had another character open it, there were two musicianship scrolls inside along with normal paragon chest loot.
