I think houses should be limited to 2 per IP, with a 90 day warning. Honestly I don't understand why people need more than one house, I think this was a carry-over feature that was basically the default rule for most freeshards. But with the popularity of Outlands, it's pretty untenable. If we reduced the number of houses a player could own per IP and opened a new landmass, had more small/medium sized homes with very small courtyards/front yards/porches that were recallable, and allowed strongboxes/custom doors within large homes that would only allow a single account to access the chest/door would allow people to move into their friends homes. If we did all of that, I think the housing problem would feel less strenuous.

Also I really like the idea of being able to recall into inn rentals.
 
Late to the party, but expanding current major cities to include surrounding premade towns full of empty houses, shops, townhomes, apartments, ranches, etc has always been my idea of an awesome housing solution. Players could rent out the lots based on their needs - be it retail, storage, or everyday living. You could rent a corner upstairs apartment overlooking the central square or a blacksmith building down Trader's Alley. These lots would require weekly rent payments to continue living there, automatically deducted from your bank. Miss a payment and you have 48 hours to remove your items before they disappear and the lot becomes available for the next tenant.

It's a nice alternative to buying and placing a home. It provides the closest living quarters to major cities with new and interesting living situations, introduces a nice gold sink, and it can be integrated aesthitically into the existing map.

Server development is a show, few servers have even come close to it. And I see that one of the problems it has is the space for private buildings. There is clearly a real estate bubble in which to go from one city to another is to walk through the streets between houses, which "ugly" the experience in a certain way.
Many years ago (on a forgotten server) they designed a system in which private houses were fixed buildings in cities, this was that the "empty" houses of the cities were used as character houses. There were small houses for players and some bigger ones for small clans and large clans who wanted to have a headquarters could get some big spaces on the map, some controlled plains that looked like "mini-cities", to build their castles or small towns. Also having a concept of monthly "crown taxes" that varied according to the area of land used.

With this property system and an adequate rental system (like the inns here, only that the rent was "cheap" but increased according to the amount of objects stored / fixed) they avoided the massification of buildings between cities (more open space with possibilities of "Random bandit raids", small dynamic quests, random appearance of slightly special enemies etc etc), they achieved a great atmosphere in the cities and improved the quality of the buildings since due to the monthly cost of these it prevented large clans from accumulating large spaces / buildings.

I think the inn rental fees should be at least halved from their current value until such time that the housing market becomes accessible to newer players. This would also potentially encourage a shift away from home ownership as players heads are turned by low rent/large space lets.
It costs around 260k per annum to rent the most basic room available, which in my opinion is too much for a temporary lockup that you never end up owning. Especially when you consider there are no ongoing costs for players who got a house early or won one in a raffle.
I think a loyalty system would be a good solution, where your rental fees reduce by 10-20 percent for every month that you hold the rental, up to a predefined minimum level. This would make owning a desirable rental more realistic.
