Skirt for new female character is always blue

Not sure if this is the case for male characters, since I haven't made one, but no matter what colour you choose for your new female character's skirt, it will be blue when you get past the creation screens in the game. For example, I chose a brown colour in the starting screens... but it is blue (see screenshot).

I'm guessing that is not expected behaviour since we are able to change the colour of our starting shirt.
